If you are using water in the property and it won't drain away then it could be an issue with your pipes. 

The first thing to check is if this issue is across the property. Check if your bathroom taps and kitchen taps are draining away. If only one is draining then it's not a whole property issue and the pipe needs to be unclogged. 

If this issue is for the whole property then check with your neighbors if they are having the same issue.

If your toilet is overflowing into the property then you must locate your stop clock and turn this off:
